Permit No. CO-0044776 <br />The primary WWTF, which is aself-contained "package plant ", consists of tl:e following components: <br />• Equalization Basin. This basin's dimensions are 14' X 6'6" X 10'6" working depth (tivith 1'6"freeboard). This <br />equates to a volume of 7147 gallons. The basin is aerated with diffused air. <br />• Three"Biological Reactors" (activated sludge basins). All three are aerated with diffused air. The total volume of <br />the reactors is 19, 792 gallons. <br />• Air Blowers. The air blowers provide a total of 79.38 cfin to the equalization basin and the biological reactors. <br />• Clarifier. The clarifier has a surface area of /OS square jeer (ftz). This equates to a surface loading rate of 142.9 <br />gpd/ft2 ar I5, 000 gpd or a surface loading rate of 109.5 gpd/ftZ at 11, 500 gpd. <br />• Disinfection. The chlorine contact chamber has a capacity of 3233 gallons. This equates ro a detention time of 5.17 <br />hours at 15,000 gpd or 6.72 hours at 11,500 gpd. The system has a provision for addition of a Sanuril 100 tablet <br />type dechlorinator if necessary. However, with the extremely long chlorine detention time, it is unlikely that <br />dechlorination would ever be necessary. <br />• Sludge Tank. The facility has a sludge tank capable of holding 4948 gallons of sludge or biosolids. The biosolids <br />will have to be siphoned out and trucked to another location for final disposal. <br />Effluent from the chlorine contact chamber goes to Deer Trail Ditch. At the time the permit amendment request was <br />submitted ro the Division, the effluent from this WWFF was stated as going to sedimentation Pond B prior to entering <br />Deer Trail Ditch. However, in a May 17, 1999, telephone conversation, a representative of the designer of the WWTF <br />indicated chat this had changed and that the effluent would be going directly to Deer Trail Ditch. <br />• Pursuant to [he authority of Article 9, Title 25, Rggulatiory,~(or the Certification pf Water Treatment Plant and <br />Wastewater Treatment Plant Operators. this wastewater treatment facility will require a certified operator. For further <br />injormarion, the permittee should contact the Colorado Plant Operators Certification Board at (303) 692-3500. <br />VI. TERMS AND CONDITIONS OF PERMIT <br />A. Determination of Effluent Limitations <br />1. Efluent Limitations: In developing suitable effluent limitations, the Division must review al[ applicable <br />standards and regulations and apply those which are more stringent. Zhis review includes, but is not limited <br />to: the water quality standard based effluent limitations, federal guidelines and standards (40 CFR Subchapter <br />N) and the Regulations for Effluent Limitations (Regulation No. 62). Such a review has been done for this <br />facility.
