Phaee II TAE (Continued) <br />art I <br />age lh of 19 <br />Permit No.: CO-0032751 <br />Source identification and control efforts ars designed to identify <br />toxicant e, identify the sources of toxicants, and control whole effluent <br />toxicity by •liminatinq the introduction of toxieant^ into +:he <br />wastewater treatment facility. The Phaee II THE permit conditions may <br />be amended, if so requested and justlfiad by the permittee. <br />The Phase II TR8 report shall indicate the results of the Pl~asa II THE <br />study. If the Phase II THE results in the identification of the <br />toxieant^ and the source^ of toxicants, the permittee shall submit for <br />Division approval a control program to control WET within 60 days of <br />discovering the cause(s) of effluent toxicity, and shall proceed to <br />implement such plan within 7 days following it^ approval by the Division. <br />If toxicity disappears during the Phaee II TRE, the permittE+e shall <br />submit written notification to that •ffeet to the Division. The <br />Division may require the permittee to conduct accelerated tE~eting to <br />demonstrate the continued absence of toxicity. If no acute toxicity is <br />found to exist, the toxicity incident ie closed. <br />8. Control Prooram <br />If required pursuant to Parts I.B.of this permit, the permittae shall <br />develop a control program to eliminate WET, through the identification <br />and elimination of any toxicants or toxieant aources responsible for <br />WET, or through the identification of toxicant treatability processes. <br />The control program, along with any cost/benefit analysis tc determine <br />whether the costa of construction bear a reasonable relationship to the <br />resulting benefits, shall be submitted within the specified time <br />frames. Such eoet benefit analysis shall be used in accordance with <br />Section 25-8-503(8) and (9), C.R.S. The control program, ae submitted <br />to or revised by the Division, may be incorporated into the permit. <br />A control program may include, but shall not be limited to: additional <br />pretreatment requirements imposed on specific indirect parmitteae by <br />POTW's, modification of internal source control programs by industries, <br />modifications of treatment plants, and/ar beet management practices for <br />spills, hake, etc. <br />9. Toxicity Incident Closure <br />If WET ie controlled through implementation of numeric limits for <br />specific toxicants, through a control program eliminating toKicanta from <br />the waste stream, or through the implementation of treatment processes, <br />or if WET disappears and Division required accelerated testing <br />demonstrate the continued absence of toxicity, the toxicity incident <br />shall be considered closed. <br />Revised 5/2/89 <br />Doc 1003M <br />
