Rationale for Recommendation for Approval Over Objections; <br />Regular 112 Construction Materials New Application, <br />Allen Drilling and Excavating Co., Inc. <br />Allen Pit, File No. M-2005-080 <br />May 5, 2006 <br />(Revised June 2, 2006) <br />Iutroductiou <br />On May 5, 2006 the Division of Minerals and Geology ("Division") issued its recommendation for <br />approval of a 112 Construction Materials Application, over objections. This document is intended to <br />provide further basis for the Division's recommended approval based on new information received after <br />objections to the Allen Pit application, File No. M-2005-080, were received. <br />The Allen Drilling and Excavating Co., Inc. application was found complete and considered filed with <br />the Division on February 6, 2006. The site is located approximately 2.5 miles southwest of the city of <br />Fairplay, Park County, Colorado. The property is located in Sections 14 and 11, Township 10 South, <br />Range 77 West of the Sixth Principal Meridian. The proposed permit area is 59.5 acres in size. <br />Approximately 58.9 acres of the site will be mined. Mining depths will reach approximately 10 feet. <br />The site consists of five separate phases and reclamation will occur at an active phase once mining in <br />that phase is complete. <br />The proposed post-mined land use for the site is rangeland. Reclamation at the site includes grading of <br />the disturbed acreage, topsoil replacement, and, seeding to re-establish vegetation. Mining disturbance <br />will be limited to 15.8 acres or less throughout the operation. <br />I.
