TRAPPER MINWG IIJC.
SPILL PREVENTION CONTROL AND COUNTERMPASURE PLAN - 7/93
(e)(2)(ii) All non-buried tanks with volumes greater than 660 gallons are enclosed with earthen
dikes sufficiently impermeable to contain a spill until they can be removed. The
shop/warehouse storage area has provisions for drainage to a waste pond. In the event
of a spill, the oil is routed into a lagoon containing a confinement boom. The detention
time and surface area on the inlet side of the confinement boom allow the petroleum
emuent to be trapped behind the boom, where it may be pumped off and disposed of
Any remaining petroleum effluent is then removed through two concrete tmderground
oil separator tanks. The clean water is discharged while the collected oil is disposed of
.All non-buried tanks will be subject to visual inspection annually. Records of all
inspections will be kept on file for at least three years.
(e)(2)(iv) All remaining underground storage tanks (UST) at Trapper were removed in April,
1990.
(e)(3)(i) Piping systems at the facility are designed and operated in a manner to prevent spills.
All underground piping is wrapped for protection against corrosion. If for some reason
buried lines are exposed, they will be inspected. If this inspection shows corrosion
damage, oornective measures will be taken. All above-ground pipes and valves shall be
within the earthen dikes incase there is a pipe failure. These dikes also prevent
vehicular damage to above-ground components.
(e)(3)(ii) Terminal connections of pipe which are not in service will be capped or valved.
(e)(3)(iii) Pipe supports are designed to minimize abrasion and corrosions and allow for
contractions and expansion.
(e)(3)(iv) All above-ground pipes and valves will be inspected annually. Records of all
inspections will be kept on file for at least three years. See Section (e)(8) below.
(e)(4) There are noloading/unloading racks at this facility.
(e)(5) Not applicable.
(e)(6) Not applicable.
(e)(7) Not applicable
(e)(8) The inspection forms to be used to comply with this plan are shown as Attachment B.
All above-ground tanks, piping, and valves will be visually inspected once a year. The
inspection reports will be kept on file for at least three years and will include at least
three inspections. If problem areas are found, afollow-up inspection will be made after
corrective measures are taken. Inspections will be performed during the third quarter
of each year by a member of the engineering staff.
The waste accumulation area is inspected weekly by the Facility Emergency
Coordinator. Inspection results are kept in a bound inspection log book and will be
kept on file for three years. Integrity of the berms, barrels and tanks will be monitored.
(e)(9)(i) A security guard is on duty at all times. In addition, when the mine is not producing, all
gates are locked or guarded.
