TWIN PINES NO. 2 MINE <br />REVISED 11/30/94 <br />FILE WP51\LGW\TPRECLM <br />PAGE NO. 86 <br />• 2.05.4 RECLAMATION PLAN <br />Reclamation of the mine site started with the initial construction <br />and preparation of the site for mining. Essentially the mass <br />reclamation work was completed before mining commenced. Vegetation <br />on slopes placed during the initial construction has matured to <br />achieve reclamation standards. With mining completed at the site, <br />a revised final reclamation plan has been developed in cooperation <br />with Giuliano & Sons Coal Company and to reflect the experience <br />with major storm events witnessed during the 8 year operation <br />period of the mine. The plan has been developed to provide for <br />"Best Management Practices" to protect the environment and to <br />provide for a land use consistent with the surrounding land. Of <br />major concern in developing the plan is the runoff from the steep <br />slopes excavated prior to the effective date of Reclamation <br />Standards. Runoff from these slopes is extremely rapid, producing <br />short duration peak flows with appreciable amounts of soil and rock <br />deposited at the base of the slope. This occurs on natural slopes <br />as well as on previously disturbed slopes. Ditches at the base of <br />these slopes are impossible to maintain during major storm events. <br />The plan has been developed to allow for the deposition of <br />materials from major storm events and control the velocity of <br />runoff from the slopes above routing the flow through sediment <br />traps and then to the sedimentation pond constructed for operation <br />of the mine. The plan will utilize all reasonably available <br />•_ material within the permit boundary. <br />In essence the outline of the plan is as follows: <br />1) Remove equipment from the mine and prepare for deposition. <br />2) Seal Mine Entries <br />a) Remove supplies and equipment from entries; <br />b) Backfill entries with soil, removing protruding liner <br />plate and structural steel at the face of the slope; <br />c) Dispose of concrete rubble in entries. <br />Approximately 1,200 cubic yards of material will be required for <br />backfill of the entries. Material for backfilling the entries will <br />come from Lewis Gulch. <br />3) North Spoil Area - (Earth work complete 6/94) <br />a) Divert runoff collected by a prelaw road constructed <br />for installation of a power line. This will be completed <br />by the In Active Mines Program of the Division of <br />Minerals and Geology; <br />b) Construct and earth berm at the base of the spoil to <br />divert runoff from the pile to the existing access road; <br />c) Grade the spoil to a slope of approximately 3 <br />• horizontal to 1 vertical, leaving a bench with a minimum <br />width of 15 feet at the top sloping the bench to drain to <br />
