Cover of the refuse piles will be done in three stages. First the <br /> outslopes and benches will be graded to their design slopes. <br /> Overburden material en ha to the toe along the <br /> benc es and spread over the surface of the pile to the design <br /> thic r urden thickness will be the o al cover <br /> req~i 'rement less the available topsoil cover thickness. The third <br /> stage will be the distribution of the topsoil using the same method of <br /> placement as used for overburden. Temporary roads will be <br /> installed within permitted disturbance boundaries as necessary to <br /> access the benches with trucks and heavy equipment. When the <br /> piles have been filled to capacity the final remaining benches, the top <br /> and the temporary roads on the piles will be covered. The MSHA <br /> berms installed on the roads during pile use will be graded into the <br /> inside edge of the road and a minor amount of filling will be done <br /> along the road to direct runoff flows across the former road rather <br /> than down the road. Where benches are intersected by the road, the <br /> areas will be regraded and covered to establish continuous benches <br />• across the pile. Cover material for CRDA 1 and CRDA 2 will be <br /> taken from the Cameo Borrow Areas (CBA) Nos. 1 and 2 and <br /> Topsoil Piles 2, 7, 8 and 9 as necessary. Cover material for CRDA 2 <br /> will also be generated during the construction of the upper diversion <br /> ditch as shown on Exhibits 53 and 60. Table 14-1 lists the cover <br /> volume requirements for these piles using the design 18 and 24" `~ <br /> cover requirements. ~'~ <br /> 8p~ <br /> Soil sampling will be performed on the cover material placed on <br /> CRDA 2 from the construction oft er diversion ditch. Sampling <br /> for pH, an textural analysis will be done on a frequency of <br /> 1 per acre, approximately 200' centers and 24" depth intervals. <br /> Laboratory analysis will be performed separately on the 6" top <br /> dressing layer and the lower 18" subsoil layer. Clay and silty clay <br /> soils will be deemed unsuitable for cover material. Areas of <br /> unacceptable cover material, if any, will be covered with material <br /> obtained from CBA-2 so there is at least 24" of acceptable cover <br />• material. <br /> 14-11 (Rev. 01 /02) <br />
