<br /> <br />EXHIBIT "E" <br />RECLAMATION PLAN <br />Items (1) and (2) are general instructions and comments on preparation of the plan. Specifics <br />start at 2 (a) and are as follows: <br />(2) Explanation of all general requirements for the type of reclamation proposed: <br />(a) A description of the type of reclamation proposed to be achieved in the reclamation of the <br />affected land and why chosen, the amount of acreage accorded to each, and a general <br />discussion of methods of reclamation as related to the mechanics of dirt moving. <br />The applicant has chosen a recreational lake as the reclamation of this site. The maximum acreage <br />that will be affected at any one time is fifry (50) acres, with mining limited to 5-acre cells [hat will <br />be dewatered as provided for in the augmentation plan. <br />The mechanics of earthmoving will consist of backsloping the pi[ area with some of the overburden <br />after mining of a cell has been completed. Excess overburden will be used to extend the flood berm <br />on the south side of the property as well as some in improving the Lessor's land use. The stripping <br />and stockpiling of the topsoil and overburden will be accomplished by scrapers, loaders and <br />bulldozers or any combination thereof. The Pierre shale pit floor will be lefr level. As per Rule 3.1.5 <br />(7) which states in part "In all cases where a lake or pond is produced as a portion of the Reclamation <br />Plan, all slopes, unless otlrenvise approved by the Board or Office, shalt be no steeper than 2:1 <br />(horizontal to vertical ratio), except from 5 feet above [0 10 fee[ below the expected water line where <br />slopes shall not be steeper [hair 3:1." This is the plan proposed by the applicant to be consistent with <br />the Rule. <br />(b) A comparison of the proposed post-mining land use to other land uses in the vicinity and <br />to adopted state and local land use. <br />The proposed recreational lake post-mining use has been approved by [he local land use authorities <br />and an augmentation plan has been developed that has been approved by the State. The area has <br />been used partially as irrigated farm land and rangeland pasture, which is the Lessor's primary <br />usage. A major sand and gravel operation adjoins this project on the west and is operated by the <br />Lessee. Land use to the north and east consists of the irrigated farmland and rangeland pasture. The <br />Arkansas River borders on the south. <br />E-1 <br />
