• streamflow or runoff outside the permit area as untreated drainage from the natural <br />surrounding area. <br />A similar soil loss comparison was performed to determine if untreated drainage from the <br />irrigated hayland community is contributing suspended solids to streamflow or runoff <br />outside the permit area in excess of premining levels. The study presented on page 4-58vi <br />demonstrates that untreated drainage from the reclaimed irrigated hayland area will <br />contribute the same amount or fewer suspended solids to streamflow or runoff outside the <br />permit area as untreated drainage from the adjacent irrigated hayland field. <br />Restoration of the essential hydrologic function of the Alluvial Valley Floor has been <br />accomplished by restoring flood irrigation to the irrigated hayland portion of the reclaimed <br />area. Productivity of the hayland has been restored and is documented in.the vegetation <br />study. <br />Sedimentation control including small area exemption controls are no longed required at <br />the mine site based on the fact vegetation at the mine site has been scientifically sampled <br />and it has been determined the reclaimed areas will not contribute suspended solids to <br />streamflow or runoff outside the permit area in excess of premining levels. <br />Coal was never extracted, treated, stored or shipped from the site. Development work <br />ceased prior to mining operations reaching the coal seams. With the exception of clean <br />gravel on roadways, all disturbed areas are of materials native to the site, including <br />redistribution of salvaged topsoil. There are no toxic soils or materials on site. <br />Therefore, runoff from the reclaimed site would not be expected to have an impact on <br />water quality other than adjacent non-mined areas. Annual Hydrology Reports have <br />consistently concluded the mine has had no effect on the prevailing hydrologic balance <br />and CDPS Discharge Monitoring Reports have demonstrated the mine site has been in <br />compliance with applicable discharge standards. These two reports provide assurance <br />untreated drainage from the disturbed area will meet State and Federal water quality <br />standard requirements for receiving streams after the sedimentation pond and other <br />sediment controls are removed. <br />• <br />NCIG -Coal Ridge No. 1 4-58i 06/18/01 <br />
