.~ -- ~ O
P1r. Gilbert F. Rindahl -5- r~larch 21, 1983
Exhibit J
,~ This exhibit has statements strongly reconimeriding that the riparian zone
~ .not be disturbed and that drainage into this zone must be controlled. As
mentioned above, this is important and has not been adequately covered
(especially as concerns sediment control).
1. As mentioned above., the cateyories of disturbance (major, moderate,
and minor) and the acreages comprising each have not ueen adequately
outlined. This makes analysis of the costs given difficult. It
appears tlrat• the costs only contemplate lU acres of total disturbance
at any one time. This appears to be much too low a figure. Please
clarify this matter.
2. Amore detailed cost break-down 51}uuld be given for all the necessary
reclamation activities, given any new activities to be undertaken as
a result of the response to this letter. Ihis cost break-down
should be more closely tied to a cost per acre or cast per activity
basis than it is now. Also, some of the costs given now seem low.
For example, seeding, mulching and crimpiny is given at $30.00 per
acre. The total cost indicates, however, that you meant $30U.UU per
acre. Even this figure seems low given present costs. This should
be broken down further, including such items as raking to cover seed
or drilling.
Exhibit fit
r/ To date, our Division has received no proof of operator compliance with
El Paso Uounty zoning. Please provide this or have the county provide it.
Exhibit N
Exhibit L
Will the operator require a fugitive dust permit for this operation? If
so, proof of the permit (or application for it) should be provided to the
Division.
"\ s D
\~
As you know, the Division must be provided with proofs of the four
sequential weeks of publication and notifications to all adjacent
landowners. This must be done before the Board can consider this
application during the scheduled April 27-28, 1983 meeting.
As always, if you have any questions concerning any parts of this letter,
please call me.
Sincerely,
'1~1r~ l"
Mark S.
