It is not clear that tVie adjacent intermittent drainage Swale will <br />not need protection from sediment during the mining operation. An <br />examination of the pre-mining snap indicates extensive areas capable <br />,,n of providiny overland flow to the pit area (although slopes are very <br />~~' 2 gradual). Plus, disturbances such as active mining and the topsoil <br />~~ ~• berm can contribute to sediment loss during storms. The calculations <br />5 given in Appendix A apparently relate to increases in flows at a <br />~ ' bridge (location undefined) due to the mining operation. The reason <br />~~ for yiving these calculations is unclear, and, in any case, they do <br />not obviate the need for sediment control. Please clarify this <br />entire situation and provide for a sediment control system (berms <br />and/or a pond) unless you can more clearly show that this is not <br />necessary. <br />2 <br />~S~IU. More details should be provided concerning the asphalt plant to be <br />~"~ used on site. <br />Exhibit E <br />1. It is stated that topsoil replacement and seeding will occur "at an <br />optimum tune to insure seedling establishment after emergence". When <br />is this optimum time? Please consult with the S.C.S. on this matter. <br />2. The seeding plan for (p resurr~ably annual) rye on the topsoil be rni is <br />X not described. Althouyh such a nurse crop is often ueneficial, it <br />may also outcompete the planned native yrass cover crop if seeded too <br />Heavy. Please clarify the plans in this regard. <br />~~~ What cover crop is to be seeded on the topsoil bean? What will be <br />the seediny rates; and will the seed be drilled or broadcast? <br />" 4. Wliy is only 7-9" (or 8-12" as mentioned on paye E-6) of topsoil to be <br />replaced in reclamation when 11-14" of topsoil is to be stripped <br />prior to mining? <br />5. What machinery will be used to provide proper compaction of topsoil <br />/~(\ and underlying materials for stability of. the slopes? <br />~ 6. When will topsoil be tested to determine a~nend~nent needs? The <br />-~ ~`~a• Division should be informed concerning the results of these tests. <br />!~ <br />~7. Uur revegetation specialist, kocky beavers, analyzed the suggested <br />reveyetation mixture, and he has the following comments: <br />a. The composition and species balance of the mixture is very good <br />for this location. This•presumes, however, that the rates given <br />are in lbs. PLS/acre. Is this correct? <br />
