Stormwater Management Plan (continued) Specific Requirements: (continued) h) (continued) If the Division or the CMLRD finds the proposed changes to be inadequate to achieve the stated goals, or if [he procedures es[abLished are shown [o be ineffective once in place, the permittee shall develop and employ new procedures that are effective. i) Pre-minine: The permittee shall exercise necessary controls during construction [o minimize erosion. The permittee shall amend the plan to include specific procedures to minimize erosion and ocher factors that contribute to the discharge of total suspended solids and other pollutants from construction areas. A copy of the amended plan shall be submitted to the Division and the CMLRD. j) Where practicable, the permittee shall employ waste minimization and ooliution orevention techniques. For more information on this topic, the permittee may contact the Uivision. k) Materials Containment - 'Lhe plan shall include information and proced~ires for the prevention and containment of spills of materials used, processed or stored at the facility, which if spilled, would have a reasonable probability of having a visible or otherwise detrimental impact on waters of the State. )~ This includes materials, especially Chose exposed to Stormwater, that may be discharged due to poor handling practices, outdoor storage and/or improper waste disposal practices. The plan shall include, but not necessarily be limited to: i) A history of spills which have occurred in the three (3) years preceding [he effective date of the individual facility certification. The history shall include a causation of the spills and a discussion of preventative measures designed to prevent them from reoccurring; ii) A description of the reporting system which will be used [o notify responsible facility management, the State Watec Quality Control Division, the Environmental Protection Agency, downstream water users within 5 miles downstream of the facility, and local health officials; iii) A description of preventative facilities (including overall facility plot) which prevent, contain, or treat spills and unplanned discharges, including discharges that occur due to Stormwater picking up materials addressed in this section; 1/ ~ - See next page.
