2. According to the location map; Sims Creek is located about 800'
west of the operation and Eleven Mile Reservoir is located about
1,500' to the east. Will either of these receive drainage
directly from the affected area? Will any berms or sediment ponds
need to be constructed?
3. Please state the minimum thickness topsoil which will be replaced
during reclamation.
Exhibit C states that the depth of topsoil is not known. In the
northern undisturbed portion of the site, the average depth of
topsoil can be estimated from soil borings or test holes. This
average thickness will need to be stripped and stockpiled before
the area is mined.
Based on the average thickness of topsoil to be replaced, how much
is needed to cover the area already disturbed? Is there enough
topsoil (growth medium) present in the existing stockpiles to do
so? The SCS recommendation in Exhibit D seems to indicate that
there may be enough sandy loam present in the existing stockpiles
to do this. Will you need to haul in some topsoil to augment the
growth medium on-site? If so, how much?
The required topsoil must be stockpiled within the permit area and
left undisturbed until the material is used for reclamation. In
the presently disturbed area, the material must be set aside from
the existing stockpiles and/or augmented with hauled in topsoil,
if necessary. If the topsoil material is not used for reclamation
within one year, the stockpile needs to be stabilized with a
temporary seed mix such as the perennial ryegrass mentioned in the
SCS report.
4. Describe the nature and thickness of the pit run material being
mined (e.g, soil, gravel, volcanic ash or cinder, decomposed rock)
and the thickness and nature of the overburden. Is the waste rock
and overburden material another name for the pit run?
5. Briefly describe how the pit run is mined, e.g. removed with a
loader, screened, placed in haul trucks, etc.
6. State the present dimensions of the pit and it's maximum size upon
completion. How large are the current stockpiles?
7. Map Exhibit E shows reclamation will leave 3$ to 10~ slopes on the
northern and eastern sides of the permit. Will the remaining
areas of the permit be level? Please try to show the present
topography of the site by drawing in enough contour lines and
provide enough sloping information to show what the permit will
look like after reclamation. Also show the land ownership north
of the permit area.
Rule 1.8.1 states that changes and additions to the permit application
must be filed with the Division and with the County Clerk and Recorder.
The applicant must also provide the Division with an affidavit or
