Mr. William A. Bear -4- June 22, 1982 <br />• Stipulation No. 7 <br />The response satisfies the requirements of the stipulation. <br />Stipulation No. 8 <br />The response igdicates that two (2) monitoring points will be installed on <br />the backfill at the Bear No. 2 portal area. The stipulation, however, <br />specifically requires three (3) monitoring stations and requires that Zocaticns <br />and construction specifications be submitted to the Division. <br />Note: The responses to Stipulations 8 and 9 are reversed. <br />Stipulation No. 9 <br />The response satisfies the requirements of the stipulation. <br />Stipulation No. 10 <br />The Division has reviewed the plans, prepared for Bear Coal Company by Rocky <br />Mountain Geotechnical, Inc. Three items remain to be resolved at this time: <br />1. The applicant should indicate whether it intends to construct a IS-foot <br />wide or a 20-foot wide template (road bearing surface) between stations <br />• 4+40' and 5+00'. If the applicant desires to construct the 20-foot width, <br />the designer observes that a "gravity retaining wall system" will be required <br />to stabilize the road slopes along that segment of the access road. <br />2. The consultant observes within the plan documents; "Surfacing requirements <br />and drainage design are beyond the scope of this design. It is assumed that <br />a culvert will be required in the vicinity of station 7+50' to transfer storm <br />drainage to the cut side of the access road. It is our understanding that <br />this structure will be speed by others." The applicant should finalize the <br />surfacing treatment for the access road. <br />3. Following from (2) above, the applicant should amend the drainage plan <br />to detail the drainage facilities for the access road and portal benct,. <br />Stipulation No. 11 <br />The engineering plan satisfies the requirements of this stipulation. <br />Stipulation No. 12 <br />The response states that final disposal of non-coal waste will be at the Delta <br />County Landfill. More detail should be provided regarding the temporary on-site <br />storage and handling of combustible waste, oil and grease, and abandoned mining <br />equipment: The location of trash bins and temporary storage areas should be <br />• provided on the mine facilities map. <br />n <br />
