The Division staff has reviewed the stipulation responses submitted on June 4,
1982. A number of the responses were discussed briefly with Eldon Strid of
ACZ at that time: I indicated that some additional clarification and detail
would probably be required on certain responses, and those concerns are fully
addressed below.
• Stipulation No. 1
Two major concerns exist with respect to approving the sediment control system
as submitted in response to Stipulation No. 1.
First, very Little detail is provided on the system of flocculent introduction.
The system should be automated and metered. The system should employ a mixing
chamber. The small filter dam basins could serve this purpose. Below are
listed those items the Division generally requests in evaluating the design of
treatment systems which Bear has not addressed:
I. Design and layout of treatment system
A. Method of treatment - batch or continuous
B. Type and dimensions of mixing chamber
C. Theoretical detention time of mixing
D. Theoretical detention time of pond
E. Expected range in temperature of wastewater
II. Coagulant Information
