Location <br />The exploration will occur over several sections, centered on Township 8 South, Range <br />58 West, 6 Principle Meridian, located in eastern Elbert County, Colorado. The 2005 <br />area is reflected on Man 1. General Area of Exploration. A boundary of the 2004 <br />program is also shown to convey the overlap of information when referenced in the 2005 <br />program. Specifically, the impacted sections are: <br />Twp. 7S R58W Sec. 31 <br />Twp. 8S R58W Sec. 5, 9, 16, 21, 28, 33 <br />Twp. 9S R58W Sec. 5, 7,17 <br />Twp. 7S R59W Sec. 36 <br />Twp. 8S R59W Sec. 1 <br />• <br />Land Description <br />The surface lands overlying the exploration area are a combination of private owners and <br />State -owned lands. Exploration agreements have been made with all impacted surface <br />owners and a request has been made to the State (Curtis Talley, District Manager, <br />Colorado State Board of Land Commissioners, North Central District) for use of surface <br />and notification of sub - leases. The surface owner agreements that are new to this year's <br />program are attached as Exhibit A . The remainder of the area is covered by the surface <br />owner agreements submitted in 2004, all of which remain valid. The State request is <br />included as Exhibit B . <br />The lignite ownership is a combination of Private and State on the impacted sections. <br />Federal lignite is not included in this program. Radar has two State leases (GM3304 and <br />GM3429) and a lignite lease with Anadarko Minerals, the holder of the private lignite. <br />The front pages of the State leases and the Short Form of the Anadarko lease are included <br />as Exhibit C <br />Man 2 reflects the lignite ownership and Map - 3 reflects the surface ownership. <br />I I I J 1 <br />The land consists of gentle rolling topography with broad drainages and with a small area <br />of ridges along Highway 86. The total project area covers approximately 20,000 acres. <br />The elevation ranges from 5500' to 5800' within the project area, again indicative of the <br />terrain. Topographic contours are reflected on Man 1 . <br />The area is bound by the Union Pacific Railroad along the eastern flank, Highway 86 <br />along the southern flank and County Road 153 along the western flank. County Roads <br />130, 134, 157 and 161 provide access to much of the area. Local two -track roads provide <br />access to the interior of the project area. These roads are reflected on Man 2 . No new <br />road construction is envisioned for access to the drill sites. <br />-7- <br />
