Three issue:~ of concern <br />were raised with respect to that plan: 1) Document the depth to Precambrian bedrock <br />on the North boundary of the tailing basin; 2) If possible, document groundwater <br />direction of flow; and 3) Determine the veloEfty of the groundwater flow through the glacial <br />materialrf possible. Our concern was expressed that accurate determination:; of the latter <br />two items may not be reasonably possible due to the well documented di:~continuous <br />nature of deposits in the basin. <br />Responding to our concerns on timing, the Division acknowledged that <br />characterization of 'ambient' groundwater quality could not be accomplished by <br />September 1, 1993 since no prior definition had occurred. The Division suggested a time <br />frame of developing an initial monitoring well during the fourth quarter of 1993, sampling <br />that well quarterly for five periods, and then based on those results submit the necessary <br />information as noted by 6.2.(3)(f) & (g) of the act in a reasonable time frame thereafter. <br />Our tentative schedule to address the concerns noted above is as follows: <br />g f ~9~ 4th Quarter 1993: <br />'tom wPi~2 T~-~,p'w.P~~~i., ~ovx-tcw sav~v <br />'~Ti,C¢~ 2nd Quarter 1994: <br />L~~ s ~ aster 1995: ~~~,U <br />'~ U ~~ ua er 199: ~"'- <br />J~S <br />Complete monitoring well in general locati~~n noted by <br />preliminary plan. Commence quarterly sampling for <br />five consecutive quarters. Initiate tailing basin studies <br />to determine the depth to bedrock along tihe Northern <br />margin of the tailing basin. <br />Conduct flow velocity and direction feasibility studies. <br />Meet again with MLRD staff if necessary. <br />Complete ambient monitoring program. <br />Submit complete application for Technical Revision to <br />implement the provisions of 6.2.(3)(c). <br />It was our understanding that, based on the information presented, they Division felt <br />that the preliminary plan and additional information requested would provide the Division <br />with adequate data to evaluate our 3rd quarter 1995 Technical Revision. If this is the <br />case, by this letter we formally 'volunteer' for the groundwater monitoring r~:quirements <br />as provided by 6.2.(3)(e) of the Act. If there is a misunderstanding of the proceedings <br />of our meeting as noted by this document, please advise us so that any discrepancies <br />can be clarified. <br />
