Preliminary Groundwater Monitoring Plan <br />Dear Mr. Humphries: <br />On behaH of the staff of the Henderson Mill, I would like to thank you fix the time <br />spent by you and your staff reviewing our preliminary ground water monitoring plan on <br />July 12. The purpose of this letter is to: 1) document the resuks of that meeting; 2) to <br />provide you with our tentative schedule for completion of the kerns noted in 1); and 3) <br />formally 'volunteer' for the Divisions' groundwater monitoring requirements as provided <br />by 6.2.(3)(e) of the Act. It remains our goal to strictly comply with the terms of the Act <br />and to minimize the environmental impacts of our operations. Please refer to the attached <br />site map where geologic formations are documented as reference for the ensuing <br />~jp3 ~ discussion. <br />tiu N~ <br />~4i At our July 12 meeting, we presented several pertinent factors that went into the <br />development of our preliminary groundwater monitoring plan. These included: the lack <br />of nearby groundwater uses or potential uses; the geology of the area; and the absence <br />of surface water contaminant loading across our property. The Division asked for <br />supportive information concerning our assertion of the absence of increased loading <br />across our property. Attached you will find a recently completed analysis inriicating no <br />statistical difference between upstream and downstream loading. Division personnel <br />generally agreed with our geologic interpretation and proposed monitoring prin. As you <br />will recall, that plan is based on the geology of the area that channels regional <br />
