Signatorv and Certifiurtion Reauiremems: Signatory and certifirntion requirements for reports and subminaLr <br />discussed in Part I.E.6. of the permit. <br />2. Materials Comainment Plan: The permiltee has submitted an engineered spill plan. An update to the plan is <br />required to be filed within 90 days of the permit effective date, detailing all rhanges which have occurred since the <br />original submittal. If no changes have occurred, a lever to this effect is required. For specific requirements, refer <br />to Parr I.D.1. of the permit. <br />E. Waste Minimization/Pollution Prevention <br />Waste minimization and pollution prevention are two terms that are becoming increasingly more common in industry <br />today. Waste minimization includes reducing the amount of waste at the source through changes in industrial processes, <br />and reuse and rerycling of wastes jot the original or some other purpose such as materials recovery or energy <br />production. Pollution prevention goes hand-in-hand with waste minimization. If the waste is eliminated at the front of <br />the line, it will not have to be treated at the end of the line. The direct benefits to the industry are often significant - <br />borh in terms of increased profit and in public relations. <br />This program can affect all areas of process and waste control with which your industry deals. Elimination or reduction <br />of a wastewater pollutan! can also result in a reduction of an air pollutant or a redaction in the amoum of hazardous <br />materials that you have to handle and/or dispose. <br />This discharge permit does not specifically dictate waste minimization conditions at this time. We strongly encourage the <br />permiaee to develop a waste minimization plan. Several industries have already developed plans and found that <br />implementation resulted in substantial savings. Both the Colorado Department of Public Health and Environment and <br />EPA have information and resources available to help you explore this topic. <br />F.
