The Division agrees with the operator's assertion on page 16 of the <br />difficulty of reclaiming slopes and that that difficulty increases with <br />an increase in slope gradient. However, with the proposed slope <br />gradients of 4h:ly, the Division does not believe there will be that much <br />difficulty in establishing a diverse, effective, and long lasting <br />vegetative cover that is capable of self-regeneration without continued <br />dependence on cultural practices. The Division recommends the operator <br />topsoil all areas with 4 to 5 inches of topsoil rather than dust <br />topsoiltng selective areas (i.e., slopes). This will provide a good <br />growth medium over the entire permit area Increasing the operator's <br />potential for successful reclamation. <br />2. The Division has reviewed the two seed mixtures proposed on page 21 <br />and suggests the following seed mixture. <br /> Pounds Pure Live <br /> Seeds Per Acre <br />Soecles Drill Broadcast <br /> <br />Needle-and-Thread 3.l 6.2 <br />Little Bluestem 1.9 3.8 <br />Sideoats Grama 2.4 4.8 <br />Arizona Fescue 0.5 1.0 <br />Slender Mheatgrass 1.1 2.2 <br />Yellow Sweetclover 1_0 2.0 <br /> 10.0 20.0 <br />This one seed mixture is suggested because of the following reasons. <br />A. Both seed mixtures on page 21 incorporate winter cheat for <br />cover crop purposes. Minter cheat is a very competitive plant <br />species that will continue to reseed itself through time causing <br />competition problems with the other more desirable species in the <br />seed mixture. Since the operator believes mulching is not needed <br />except 1f seeding occurs outside of the prescribed time frames, the <br />Division is unclear why winter cheat 1s needed for cover crop <br />purposes. If winter wheat is Intended only to keep the soil in <br />place, slender uheatgrass 1s a quick growing grass that will be <br />able to do this. <br />B. Both seed mixtures on page 21 put a heavy emphasis on the <br />wheatgrass species. The Division's suggested seed mixture puts an <br />emphasis on a variety of species so that the diversity aspect of <br />the performance standards is not in question come bond release <br />time. The majority of species in the Division's suggested seed <br />mixture are species found at the site per the vegetation inventory <br />(Exhibit J). <br />
