Traffic counts on SH 133 and SH 187 were also obtained from the
• Colorado Department of Highways (CDOH). These counts were made on
Tuesday, Wednesday and Thursday, May 13, ]4 and ]5, 1980. In general,
the SH 133 counts by CDOH corroborated the counts made in September.
The CDOH counts revealed a raw average weekday figure of 2546. This
figure, however, is not adjusted for combination trucks and, hence, is
lower than the values obtained in the September count.*
Employment
Presently, CLdI has 155 workers at the mine and silos and 20 workers
~_ in the downtown Paonia office. At 1.3-million TPY, 95 workers would be
added to the mine work force.
• For analysis presented later in the report, it was assumed that two
shifts would be utilized for both the mining and trucking operation. As
!_ will be shown, this portrays a more conservative "worst case" condition
~- in analyzing traffic impact. If, for example, the mining operation were
`- spread over three shifts, the concentration of employee commuting traffic
would be less during peak periods than it would be under the assumed two-
4 shift condition. It should be noted, however, that the trucking operation
• is planned to be no more than a two-shift operation, 7 A. M. to 11 P. M.
~-- Truck Hauling and Maintenance
During the period of the traffic counts, five Savage Brothers trucks
were being utilized to haul coal, working one shift a day. The present
• * The figures are comparable because the seasonal adjustment factors for
the May counts by CDOH and the September counts are the same. These
factors will be discussed later in the report.
-10-
