In other words, artificial augmentation of <br />precipitation deficits to produce a short series of more or less <br />average growing seasons would produce a vegetation well adapted to <br />survive in average years. This could end up producing a long-term <br />management dependency. Such would not be entirely undesirable at this <br />quarry as the reclamation will allow some management to occur, but it <br />is not advantageous to economical maintenance of the site. Therefore, <br />no irrigation is recommended. <br />For the above reasons Castle Concrete Company contends the <br />existing spoil materials are suitable to complete the reve3etation <br />portion of the overall reclamation plan and will use these materials as <br />the plant growth medium in place of the soils that unfortu:zately were <br />• destroyed prior to the time that a general concern for min~:d land <br />reclamation was apparent. When combined with a good seed mixture we <br />believe this medium will produce as good a growth as the o~:iginal <br />soil. We believe this procedure will fully comply with the rules and <br />regulations of the Colorado Mined Land Reclamation Board. <br />. S-I-4 <br />
