_ Rule 2: Permits <br />• After the cut through the ridge is completed, a cross ridge operation will be established on the east face. <br />A contour cut on the lowest seam to be mined will be kept 300 feet in advance ofthe main pit area. The <br />material from the contour cut will be pushed orhauled into adjacent fills. A solid 15-foot wide berm four <br />feet high will be left along the outaop to keep material from going down slope in areas where overburden <br />will not be placed above fills. After the contour cut has been established on both sides of the ridge, cuts will <br />betaken down the center ofthe ridge on the exposed coal seams. The material from these cuts will be <br />pushed, hauled, or cast into the open pit aeeas in the center of the ridge. This material will be graded to <br />meet final reclamation contours and covered with topsoil or suitable material. This sequencing will minim;~r <br />the need for topsoil storage and re-handling. Topsoil or other suitable material will be hauled or pushed <br />from its original location to the graded areas during the mining cycle. Except for the initial cut through the <br />ridge, the outslopes and pit areas will be graded to final contours within 1,500 ft of the active pit area <br />except as noted. <br />Coal will be removed as it is exposed and hauled from the pits. Shale and other extraneous material <br />sepazated from the coal prior to loading will be left in the pit or placed with the overburden. <br />Sediment structures will be built in advanceoftheou[cropcutforthepropercontrolofsediment. The <br />mining operation will proceed southwest with the ridge. As fills are encountered, they will be filled with <br />material adjacent to them. The cross ridge operation will continue until the upper end ofJeffCanyon is <br />reached. This process is expected to continue on the ridge to the south ofJeffCanyon during the second <br />permit term. <br />Contour mining is scheduled to occur on both the west and east sides of the northernmost 1.5 to 2 miles <br />of Lorencito Canyon during Years 2 and 3 ofthe next permit term. Operations will be similar to area <br />mining, except mining will follow the Primero Seam outcrop and create a highwall ofonly 50 to 80 feet, <br />similar to a roadcut. After initial startup cuts are completed, mining will bedone in ahaul-back method to <br />allow current reclamation ofmined-out areas. Coal will be hauled on roads within the active mining aeeas <br />main haul roads to be constructed along the valley floor, primazily on existing roads. <br />Fill Construction <br />All vegetation will be removed from the area covered by the fill and the adjacent spoil transportation zones. <br />The vegetation will be burned or removed from the property if it has economic value. Topsoil stripping, <br />salvaging, and replacement will occur in accordance with the plan described on pages 2.05-33 and <br />2.05.35. A contourcut will be taken on anycoal seams encountered within the fill boundaryand the coal <br />removed. The material from this cut will be placed in the fill. <br />Overburden from the mining operation will be placed in horizontal lifts with dozers in the bottom of the fill. <br />Large rocks will be separated from the fill and worked with a dozer to construct a rock drain. This drain <br />will run from the toe to the head ofthe valley being filled. The remaining overburden will be used to bring <br />the fill to its designed profile and elevation.
