Revised 11j20/80 <br />I <br />(a) Topsoil and other materials removed under Section 816.22 shall be <br />stockpiled only when it is impractical to promptly redistribute such <br />materials on regraded areas. <br />Kerr North Area <br />The estimated quantities of topsoil and subsoil to be stockpiled <br />are found in Table 69, Soil Removal and Storage Plan. All of the <br />seven proposed stockpile areas result from situations where contem- <br />poraneous redistribution is not possible or desirable either be- <br />cause redistribution areas are not available at the time of soil <br />removal, more soil is being removed than is needed for contempor- <br />aneous redistribution, or it is undesirable io move soil to a <br />different area as explained below. <br />Map 31a, Kerr Mine Area Soil Removal and Storage, and Map 32, Kerr <br />Mine Area Soil Replacement and Revegetation, depict the soil plan. <br />Each soil storage area identified on these maps is divided into two <br />distinct topsoil and subsoil stockpiles with one exception which is <br />described under Sections 816,22 and further in this Section. <br />Arrows are used on both Map 31a and 32 to indicate the soil storage <br />area, not the specific topsoil or subsoil stockpile, where topsoil <br />is to be placed for storage (Map 31a) or removed for redistribution <br />(Map 32). From these maps it can be seen that there are times when <br />regraded material is ready for cover-soiling while stripping is <br />taking place in other areas, but stockpiling is being done rather <br />than contemporaneous respreading. The primary reason is major <br />differences in soil types from Pit 111 and Pit 112, to Pit 113. As <br />explained in Section 816.22 and described in Exhibit 26, Soil <br />Profile Descriptions, and Table 42a, Soii Chemical and Physical <br />Properties Lab Analysis Kerr North Area, the Coalmont (X73) and <br />Cryorthents (X60) soil areas are composed of relatively shallow, <br />heavy clay material. Conversely, Pit 113 consisting almost entirely <br />of Fluetsch (X15), Gelkie (X30), and Morset (45) soils, the soils <br />816-20 as <br />
