Applicant has provided an adequate surface water yuality monitoring program to ensure
the protection of surface water and groundwater on site during mining and reclamation
activities. As part of the monitoring program, the Applicant has provided a detailed
monitoring, containment and control plan which adequately addresses the potential for
adverse impacts to human health and the environment from radiation resulting from
quarrying activities and enstQes the Applicant's compliance with all applicable federal,
state and local regulations. The monitoring, containment and control plan as submitted
by the Applicant was prepazed with input from the Colorado Department of Public Health
and Envirotmtent, to ensure that radioactivity on the site is properly controlled and
contained. The Applicant has committed to monitor all on-site water holding structures
for radioactivity, and has proposed that in the event of a data point in excess of the
applicable water quality standard for radiation, procedures for re-sampling and mitigation
wilt be implemented to ensure the containment and protection of surface and groundwater
quality during mining and reclamation activities. In addition, the Applicant has provided
an adequate surface water quality monitoring program which ensures protection of
surface water quality and resulting groundwater quality from infiltration into the
fractured bedrock aquifer. Finally, the Applicant has committed to securing a Dischazge
Permit from the Colorado Water Quality Control Commission prior to any offsite
dischazge and prior to initiation of blasting and quarrying activities.
24.
