Additional measures to control <br />discharges, including radioactive discharges, are described below in paragraph 23. <br />22. The weight of the evidence demonstrates that the Applicant has met the minimum <br />requirements of Rule 6.4.7(2}(c). <br />23. Issue 7(~, Adequate Assessment of Disturbances to Prevailing Hydrologic Balance, <br />(Rule 3.1.6). As stated in the Division's Rationale, the Applicant has provided a detailed <br />assessment of potential impacts to both surface and groundwater in the affected land and <br />surrounding arcs. This assessment includes a hydrologic analysis prcpazed by Lyman <br />Henn, [ne. ("Helm Groundwater Report"), which indicates that although groundwater <br />will probably be exposed during excavation, groundwater is not anticipated in <br />appreciable accumulations and it should not be necessary to discharge or pump <br />groundwater from the quarry. The proposed operation is not expected to have negative <br />off-site impacts on groundwater. The Henn Groundwater Report concludes that adverse <br />water quality impacts wilt not be expected at nearby offsite groundwater wells. Atypical <br />quarry blast is not expected to disrupt the general pattern of groundwater hydrology. <br />Hypothetical "plugging" of groundwater pathways along interconnected fractures is <br />unlikely to be extensive or to seriously impact transmissivity, and it is unlikely that such <br />an effect would extend the radius of influence of groundwater drawdown to a point where <br />neazby wells would be effected. The Henn Groundwater Report also concludes that <br />although there will be a localized effect on groundwater supply, the effect is not likely to <br />extend far enough to physically affect offsite wells is the surrounding area.
