REVIEW QUESTION
2.06.8 Surface Coal Mining and Reclamation Operations on
reas, or A ~acent to reas nc u ing A uvia
a ey oors
The alluvial valley floor discussion presented in the application is inade-
quate. Valleys of particular concern with respect to the mine are Hayden
Gulch, Dowden Gulch, Williams Fork at and downstream of the confluence of
Hayden and Dowden Gulch, and Dry Creek. Another area of great concern is
the Yampa River Valley as impacted by the loadout facility. The.appli-
cation mentions the presence of agricultural activity in this area.
A reconnaissance level alluvial valley floor study is required from the op-
erator.. This study should comply with Section 4.25 of the regulations and
should include a map of the total life of mine area (on a llSGS 7-I /2 minute
topographic sheet base) showing alluvium in these streams including valley
bottoms and floodplain terraces. Identification of areas of existing or
historic flood irrigation practice, riparian vegetation which indicates
subirrigation, and a discussion of regular flood irrigation practice in
areas of, similar or smaller drainage size for considering any potential
subirrigation must be provided.
RESPONSE
' See attached copy of proposal to conduct the Alluvial Valley
Floor reconnaissance study.
