RESPONSE <br />• Primary land use will not be residential public service or indus- <br />Itrial. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts <br />(3) Protection of Hydrologic Balance <br />(a) Each plan shall contain a detailed description with appropriate <br />maps, which are prepared to the standards of 2.10, and cross <br />section drawings, of the measures to be taken during and after <br />the proposed surface or underground mining activities, in accor- <br />dance with Rule 4 to insure the protection of: <br />(i) The quality of surface and ground water, within both the <br />proposed permit area and adjacent areas, from adverse <br />effects of the proposed surface or underground mining <br />activities; <br />(ii) The rights of present users to surface and ground water, <br />which may be adversely affected by the surface coal mining <br />and reclamation operations; <br />(iii) The quantity of surface and ground water both within the <br />proposed permit and adjacent area from adverse effects of <br />• the proposed mining activities, or where the protection of <br />quantity cannot be ensured to provide alternative sources <br />of water in accordance with 2.04.7(3) and 4.05.15; and <br />(iv) The quality of surface and ground water affected by any <br />underground mines by locating mine openings in accordance <br />with 4.05.10. <br />(b) The description shall include: <br />(i) A plan for control, in accordance with Rule 4, of surface <br />and ground water drainage into, through, and out of the <br />proposed permit area and adjacent area; <br />RESPONSE <br />The mine plan provides for the control of a 10-year, 24-hour <br />event via a series of diversion ditches and sediment ponds. <br />Details are provided in Section 2.05.3(4) and Exhibit K, (Volume <br />IV). <br />2.05.6 (3)(b) <br />• (ii) A plan for treatment, where required by these Rules, and <br />for surface and ground water drainage from the area to be <br />
