1.0 INTRODUCTION <br />I 1 <br />I 1 <br />This stormwater plan has been prepazed by Telesto Solutions, Ina (Telesto) and Battle <br />Mountain Resources Inc. (BMRI) to update the "San Luis Project - Stormwater <br />Management Plan" prepared by William E. Payne & Associates, Inc. (May 1994). The <br />San Luis Project (hereafter referred to as the "Project") is located in Costilla County, <br />Colorado approximately five miles northeast of the community of San Luis. The Project <br />was an open pit precious metal (i.e., gold) mine with conventional milling and associated <br />facilities. These facilities have or aze currently undergoing final land reclamation and <br />closure. Ore was beneficiated using carbon-in-leach technology in the mill facility with <br />the resulting spent ore (i.e., tailing) deposited in a zero discharge, composite lined tailing <br />facility. The Project received approval from the Colorado Department of Natural <br />Resources, Division of Minerals and Geology (DMG) in March 1989 with a permit <br />amendment approved in March 1990 (M-88-112). The DMG permit has been <br />subsequently modified through a series of technical revisions approved by DMG. <br />This Stormwater Management Plan has been developed in accordance with the <br />procedures outlined in the Genera] Permit received for the San Luis Project dated <br />September 21, 2001. The plan contains a description of the previous <br />mining/beneficiation facilities, site reclamation and closure activities, a discussion of <br />stormwater discharge points and the stormwater quality controls, and an administrative <br />management plan for these controls, as well as other information required in the General <br />Permit. <br />2.0 FACILITIES DESCRIPTION <br />2.1 General <br />The Project was an open pit precious metal mine consisting of the West Pit and East Pit. <br />All mine facilities including the pits aze shown in Figure 1. The open pits are located <br />north of the county road and the Rito Seco drainage that transects the mine property. <br />Each of the open pit mining facilities has been either partially or fully backfilled and <br />reclaimed in accordance with the DMG permit.
