• Power Lines <br />Because Colowyo utilizes many electric-powered mining machines, a network of electric <br />power lines is located in the permit area to supply electricity to the equipment. The locations <br />of the Colowyo power lines are shown on the Existing Structures Maps (Map 22A and Map <br />22B). <br />Electrical power lines located in the permit area will be constructed in accordance with <br />requirement of Section 4.18 to minimize potential electrical hazards to large raptors. <br />Five major pieces of equipment at Colowyo, the three draglines, and two shovels are powered <br />by electricity. Therefore, during the life of the mine it is necessary to periodically move the <br />existing power line loop to accommodate the advancement of the pit. The location of the <br />anticipated power line loop changes are also- shown on Map 22B, Existing Structures. <br />In addition to power poles and lines, Colowyo will be using power cable to connect to the <br />equipment that requires electricity (ie. Shovels, draglines, highwall miner, etc.). This is a <br />rubber coated electrical cord that is used to run on top of the ground to convey electrical <br />power from the substation to the electrical operated equipment for mining. If the corridor for <br />the cable is covered with brush, making it inaccessible by a light vehicle, then the surface <br />brush will be removed as a minimum. If not then the power cable will be placed over the <br />surface without additional disturbance. In most cases topsoil will not be removed or salvaged <br />due to the minimal impact to the environment. However, if necessary, the topsoil will be <br />salvaged in either a windrow, stockpile, or placed on a regraded area ready for topsoil <br />placement. The corridor of disturbance will generally be a dozer blade wide or <br />approximately 25 feet. This allows for the cable equipment to access the comdor for <br />placement and retrieval of the power cable. In addition this allows for small vehicle access <br />for any maintenance activity that may arise. <br />Along the western limits of the west pit operations, highwall mining acfivities will be <br />conducted under the existing Tri-State power lines. Colowyo will be responsible for impacts <br />to the power lines as a result of these activities as documented in their agreement. See <br />Exhibit 22. Further information regarding highwall mining is presented in Rule 4.23. <br />Haul and Access Roads <br />The haul roads and access road utilized at the Colowyo operation are shown on the Existing <br />Stmctures Maps 21, 22A, and 22B.
