Mr. Bill Clazk
Permit Application No. M-2006-029
May 16, 2006
material will be salvaged for use in the reclamation process. Tn addition, during the pre-operational inspection, the
affected area appeared to be stripped of several inches of plant growth medium, which had been stockpiled in several
locations. Please specify how these stockpiles will be stabilized.
Rule 6.3.3(c) Exhibit C -Mining Plan
4, Exhibit C of the application indicates there will be no overburden or waste rock removed to reach the deposit to be
mined yet the application also indicates overburden stockpiles or waste rock will be placed in the northeast corner of
the parcel. Please clarify whether waste rack or overburden will be removed and stockpiled during the mining
operation.
Rule 6.3.3(d) Exhibit C -Mining Plan
5. Exhibit C of the application indicates that the thickness of the deposit is unlmown. While the thickness of the deposit
may be unlmown, the applicant must still indicate how deep he intends to mine. Please revise the Mining Plan to
reflect how deep the applicant intends to mine at this site.
Rule 6.3.3(1) Exhibit C -Mining Plan
6. Exhibit C of the application references the NCRS (sic) information to address the information required under this rule.
The information presented in the MRCS letter is only a recommendation from the NRCS. Therefore, the applicant
must provide specific information to address the issues outlined in this rule.
Rule 6.3.3Em1 Exhibit C -Mining Plan
7. Exhibit C of the application indicates that the deposit will be processed on-site but does not indicate what the process
will be. Please revise Exhibit C to describe the nature of the process and the facilities to be used in the process.
Rule 6.3.4(1)(a) Exhibit D -Reclamation Plan
8. Exhibit D of the application indicates that minimal overburden will be replaced, as there is minimal topsoil in the
area. However, based on the soil description included with the NRCS letter, the division believes that up to twelve
inches of material may be suitable for use as overburden. Please revise Exhibit D to indicate how much overburden
will be replaced.
Rule 6.3.4(1)(b) Exhibit D -Reclamation Plan
9. Exhibit D of the application states that the applicant will attempt to reclaim slopes to 3H:1 V where possible but that it
may not be possible in some areas because the original slopes are steeper than 3H:1 V. However, during the pre-
operational inspection the surrounding area did not appear to have any slopes steeper than 2H:1V. Therefore the
Division requests that the applicant revise Exhibit D to indicate that all reclaimed slopes will be reclaimed to 3H:1 V.
Rule 6.3.4.1(c) Exhibit D -Reclamation Plan
10. Exhibit D of the application refers to the NRCS letter to address measures that will be taken to revegetate the site.
The information provided in the NRCS letter is only a recommendation from the NRCS. In addition, included in the
application is a document form the U.S. Forest Service that details "Rehabilitation Requirements". Based on these
two pieces of information, it is unclear which measures will be taken to revegetate the site. Please revise Exhibit D to
clearly indicate what measures will betaken to revegetate the site.
Rule 6.3.7 Exhibit G Source of Legal Right-to-Enter
