it • ~
1 .
EXHIBIT B
1
i•lining Plan - '';lebb Pit
The intention of the mining operation is to remave sand and gravel far road
construction and maintenance purposes and return the site to as close to pre-
mining conditions as possihle.
The {•lebb ?it is ormed by Fiartin E. and Jean l!oodring, and they have required
in the "Option to Buy Material" agreement with ilesa County that the site :•rill be
left in a neat condition after gravel extraction.
' The pit is aperateci annually on an "as needed" basis r~rhen r;ernand for road
material is present. P!cr:aally, a yearly cycle of operation consists of front-end
' loaders, dump trucks and a crusher being moved to the location. Then the gravel
material is mined, crushed and sized according L-o specirications. The required
(see Exhibit C) material is stoc!piled for road use, and ~;rhen the demand depletes
t1~e stockpiled supply, the extraction operation begins again, After the stor_4cpiled
' quantity is determined to be sufficient for anticipated demand, tl~e miring equipment
is re,roved from the site, except for a front end loader.
Overburden that is removed during the mining activity is stockpiled fcr
reclamation purposes. Tide site is treeless. Therefore, the disposal of trees is
not a problem. The small amaunt of existing vegetation and debris is removed by
' a loader and buried in the side slopes as tiie grading plan dictates for site reclamation.
A mining timetable is difficult to extimate since the gravel pit is not operated
continuously, but is instead utilized as read building demands occur near the pit.
' Since the gravel extraction is predicated on road building, the actual extraction
is dependent on hesa County's budget constraints related to road ccnstruction.
~~ Because the demand for road materials is iiiahly variable, an appro:;imate liftime
for the pit of ten years is predicted. If the ten year lifetime is accurate, full
reclamation should begin in early 1989. One must reme^rber, hor:ever, that such
~•, estimates are extremely variable due to de^and fluctuations.
Every effort trill be nacle to keep the land neat and contoured while the pit is
' active, and prior to full reclamation.
,~
1
'.'~
