As described in Section 3.6.2.7, following establishment of a stubblemulch or a stand of legumes and <br />appropriate grasses on areas reclaimed for farming, a local farmer will be allowed to farm the areas in <br />accordance with an agreemern with Trapper to ensure sound managemern practices and good record <br />keeping. Ulrtmatety, once successful reclamation is documerned for such areas, they will be fully returned <br />to the land owner to manage as the owner sees ti[. (All areas in cropland within the mine plan area belong <br />to the State of Colorado and are administered by the State Board of Land Commissioners.) By definition, <br />release of such reclaimed lands cannot occur during the I'rfe of the proposed permit since the regulations <br />impose a minimum 10 year period of liability. <br />Productivity on reclaimed cropland will be restored as described in Section 4.5. <br />4.2.2 Grazing of Domestic Livestock <br />ViRuafty all of the proposed mine plan area, including croplands, has been used historicalty for grazing <br />livestock, primarily sheep. About 86% (9,800 acres) consisted of rangeland characterized by mountain <br />shrub and sagebrush-grass plant communities. (Refer to Sections 2.3, 2.5.1 and 2.6.1.3 for further detail.) <br />Trapper will restore livestock grazing to these areas in accordance with the reclamation plan described in <br />Section 3.6.3.
