The presence of water within the fill is a significant stability concern and <br />several water conditions were evaluated in the stability analysis. The lack of water <br />• in borings extending below the existing benches is considered a positive sign that <br />the underdrain is functioning as intended and that the worst case condtions <br />analyzed are not likely. <br />Coal Refuse Properties <br />The results of laboratory testing for this investigation are presented in <br />Appendix B. The results of laboratory testing from previous investigations were also <br />reviewed. <br />The following paragraphs summarize material properties. <br />Classification. The coal refuse consists of coal, shale and sandstone <br />fragments.
