The horizontal alignment will be consistent with the existing and postmining topography and will <br />be coordinated with the vertical alignment to ensure that the roads will not cause excessive <br />environmental damage. <br />Road cut slopes will not be steeper than 1v:1.5h in unconsolidated material or 1v:0.25h in rock. <br />Embankment fill slopes will not be steeper than 1v:2.Oh, except where embankment material is <br />a minimum 85 percent rock. Embankment slopes will not be steeper than 1v:2.Oh unless it has <br />been demonstrated to the regulatory authority that embankment stability will result. The <br />minimum safety factor for all embankments will be 1.25. <br />All vegetation material and topsoil, as determined under 4.06.2, will be removed from beneath <br />the design roadbed, shoulders, and surfaces where associated structures will be placed, and <br />will be stored in accordance with 4.06.3. <br />Embankments will not be constructed on side slopes steeper than 1 v:5h or 20 percent unless <br />the existing ground is plowed, stepped or if in bedrock, keyed in a manner which increases the <br />stability of the fill. Material for construction of embankments will come from the vicinity of the <br />mining area and will be non-toxic and of a non-acid producing nature. <br /> <br />Material containing, by volume, less than 25 percent of rock larger than 6 inches in greatest <br />dimension will be spread by scrapers or dozers in successive uniform layers not exceeding 12 <br />inches in thickness before compaction. <br />Embankment layers will be compacted to a minimum of 90 percent of Standard Proctor density <br />or as directed by the engineer to ensure that the embankment is adequate to support the <br />anticipated volume of traffic and weight and speed of vehicles to be used. <br />Material will be placed in an embankment only when its moisture content is within acceptable <br />levels to achieve design compaction. <br />Temporary erosion control measures (ditches, berms, straw dikes, silt fence) will be utilized <br />during embankment construction to minimize sedimentation and erosion until permanent control <br />measures can be established. Immediately upon completion, measures will be taken to <br />stabilize all embankments with vegetation cover or other means as approved by the regulatory <br />authority to minimize erosion. Where a vegetation cover is used, consideration shall be given <br />to providing an appropriate growth medium. <br /> <br />(REVISED 12/00) Attachment 2.05.3(3) -10-121 <br />
