Harold A. Winter 3 October 16, 1985
Exhibit D - Wildlife, Water, Vegetation and Soils
/1. Wildlife: Do you plan to follow the Division of Wildlife's
/y~\ recommendations concerning creation of brush piles for habitat for small
animals? Please justify your plans in this regard.
2. Vegetation: Please provide an on-site inventory of existing vegetation,
Typically, the Soil Conservation Service does an inventory of the site and
V provides a completed copy of their CO-ECS-2 form for this purpose. This
/~\ on-site inventory is required and will allow our staff to determine the
appropriateness of your reclamation plans.
3. Soils: Given the fact that your precise permit boundaries are not shown
on the map provided by the S.C.S., it is difficult to determine exactly
which soils will be available for salvage. Please provide a more accurate
assessment of the quality and quantity of topsoil on the permit area.
Exhibit E - Reclamation Plan
I/ 1. Please verify that your reclamation plan will indeed be the one
~( recommended to you by the Soil Conservation Service.
2. Please justify the planned topsoil replacement depth of 4". Presumably,
~/ this is related to the amount of topsoil available on the proposed permit
/~(~ area. This will be clarified by your answer to the question concerning
topsoil under Exhibit D.
3. The reclamation plan for the haul road should be given (if it is to be a
\ part of the permit area). If you wish to continue to use the haul road
/~(\ for access to the area (rather than planting the area) please so state,
and this will be acceptable. Otherwise, a reseeding plan should be given.
Exhibit H - Reclamation Costs
( .1. Given the estimate of reclamation costs provided, I will plan to recommend
x to the Board that the amount of the financial warranty be set at X5,000.
I have tried to be as comprehensive as possible in this review so as to
minimize our necessary correspondence. Please feel free to call me if you
have any questions.
Sincerely,
Mark S. Loye
Senior Reclamation Specialist
MSL/srs
4167E
