Harold A. Winter 2 October 16, 1985
Ind. Topsoil handling procedures (see detailed question below);
,x e. Haul road construction details (see detailed question below); and
~f. Description of any and all on-site processing.
~2. Topsoil handling procedures should be described. The procedures described
should include at least the following items:
a. Depth of topsoil removal (minimum depth or a range);
b Planned location of topsoil stockpiles; and
c. Seeding mixture for stabilization of topsoil stockpiles against wind
and water erosion (the S. C. S. can suggest such a mixture) which is
usually a perennial grass species or species mixture.
~3. Any haul road constructed (or greatly improved, i.e., reconstructed) as a
part of the mining operation should be included in the permit area and its
construction and reclamation should be described. The entire area of any
such haul road should be included in the legal description (i.e., all
quarter quarter Sections through which it passes) and shown on the map.
If its area pushes the permit area to TO acres or beyond, you may wish to
decrease the area of the actual mining area to compensate for this and
keep the mining operation in the 110, limited impact category.
Exhibit C-Map
1. Abetter, smaller-scale (i.e., larger size) map of the proposed permit
area should be provided. It may be hand-drawn with obvious reference
points, but it should include at least the following items:
,(/ a. Directional arrow;
-\V b. Distance scale (in the range of 1"=200' or smaller is typical);
~c. Location of actual mining area with arrow showing direction of mining
within that area;
~d. Location of product stockpiles;
ue. Location of processing equipment (e.g., crusher, asphalt hot plant,
etc.)
uf. Location of topsoil stockpiles; and
/~/g. Haul roads constructed as part of the mining operation (located
(~ outside of the main permit area).
