Effluent Limitations (continued) <br />iv) Percentaee Removal Requirements (BODs Limitations) <br />[n addition to the concentration limitations on BODS indicated above, the arithmetic mean of the BODs <br />concentrations for effluent samples collected during the calendar month shall demonstrate a minimttm of <br />eighty-five percent (85 %) removal of BODS, as t»easured by dividing the respective difference between the <br />mean influent and effluent concmtratioos for the calendar month by the respxtive mean influent concmttation <br />for the calendar month, and multiplying the quotient by 100. <br />2. Whole Effluent Toxicity -Chronic Lethality Limitation For Outfall 001 <br />Beginning immediately and lasting through January 31, 2000, there shall be no statistically significant difference is <br />lethality (at the 95 % confidence level) between the control and any effluent enncentration less than or equal to 47°,!0 <br />effluent. Such limitation shall apply as a daily maximum. <br />3. Salinity Parameters <br />In order to obtain an indication of the quantity of Salinity being discharged from the site, the petmittee shall monitor the <br />wastewater effluent at the following frequencies: <br />Outfall Frequency Sample Tvce <br />l)DI fjuarterly Gtab <br />• Self-monitoring samples taken in compliance with the monitoring requires specified above shall be taken at those <br />locations listed in Part I.B.1. <br />4. Compliance Schedule -Salinity Report <br />The permittee shall submit to the Division by Aueust 1. 1995, a report addressing the economic feasibility of achieving <br />no salt in all discharges or, if that is not feasible, minimizing the salt in all discharges from this facility. The report <br />shall address these two points: <br />The cost of modifying all existing treatment facilities to provide for no salt discharge; <br />The cost of salt minimisation from all treatment facilities m achieve combined discharge equal to or less rhea one <br />ton of TDS per day or 350 tons per year. <br />The permittee shall specifically address a minimum of three forms of r.~tma>,t and/or containment for each point. The <br />report shall describe in detail each form of treatment and/or containment, the associated construction costs, the amual <br />operating costs and the expected resulting salt loading that would result from such treatment and/or containment. The <br />Division will review this report. If the Division determines that it is economically infeasible to censtmct salt <br />removal/minimization facilities, the permittee wiB be judged to have fully satisfied the terms of this requirement and no <br />further action shall be required. If the Division determines that such construction is necessary, the permit may be <br />reopened to make appropriate modifications. <br />No later than l4 calendar days following each date identified in the above schedule of compliance, the permittae shall <br />submit either a report of progress or, in the case of specific actions being required by identified dates, a written notice of <br />compliance or noncompliance, any remedial actions taken, and the probability of meeting the next scheduled <br />requirement. <br />In any case m which a compliance schedule has been timely submitted, failure [o obtain the Division's approval shall not <br />be considered a violation of the permit unless the Division shows that absence of approval or disapproval has resulted <br />from the failure of the permittce to famish information reasonably required or requested in order to process the <br />compliance schedule. <br />rimer aivrol <br />
