Industrial water was provided by a small dam and pump station located adjacent to the
Purgatoire River. Drinking and shower water was obtained from the City of Trinidad.
All domestic waste water passed through a sewage treatment plant prior to discharge.
Light use, access and haulroads were requved to provide access to the facilities of the
Golden Eagle Mine. These roads included coal haulage, employee access, service and
maintenance roads to associated water storage tanks, pumping stations, ventilation fans,
methane boreholes and pumps, and supply yards. In addition, mine reject and
development waste was hauled from the breaker location at the portal to a coal processing
waste disposal area. Power for the operation of the mine was provided through overhead
powerlines to the surface facilities.
The surface facilities associated with the Golden Eagle Mine surface operations occupied
a relatively small area. The compact nature, location and placement of the shops,
warehouses, and processing and transportation facilities provided for efficient operation
of the mine while minimizing environmental impacts.
Operation Description
The area affected by the Golden Eagle Mine is shown on Map 3, Mine Plan.
Development of the Golden Eagle Mine was begun in 1979 through inclined slopes south
of the Purgatoire River. Continuous miners and support equipment were utilized to
continue development of the ventilation and haulage entries during the life of the mining
operation. Mine development advanced toward the northwest and southeast from the
initial entry point into the Maxwell seam. As submains and gate entries were completed,
two longwall panels were extracted south of the Purgatoire River. Gale entry
development started north of the Purgatoire River in 1990 followed by longwall mining
in 1991. Three longwall panels were extracted in this area, and a fourth set of gate
entries partially developed prior to mine closure at the end of 1995.
Final Reclamation
Final reclamation was initiated during the third permit term of the Golden Eagle mining
permit, It is anticipated that final reclamation, primarily monitoring and environmental
maintenance, will continue through the entire fourth term. A fifth permit term will be
required to close-out the final reclamation process and achieve final bond release.
2.05.3 Operating Plan -Permit Area
(1) Production Methods and E ui ment
The permit area and life-of-0peration plan are coincident; therefore, the preceding
description of production methods and equipment applies. •
2.05-2 (Permit Renewal Revision - 3/31/00)
RN-t,3
