9. In conformance with Rule 6.4.20 please provide an "Environmental Protection Plan" to <br />control the generation and release of acid or toxic substances from the mine azea and waste rock <br />disposal areas. You may wish to consider the following: a) designs and descriptions of upland <br />diversion structures to minimize surface run on into the waste rock, b) designs and descriptions <br />of protective clay caps or covers to minimize infiltration of surface water into the backfilled <br />waste rock and overburden, and c) a revised reclamation plan map showing the locations of these <br />or any other environmental protection facilities. <br />6.3.4 EXHIBIT D -Reclamation Plan <br />10. The reclamation cost will need to be revised to include the estimated cost for installation of <br />the upland diversion structures, a protective clay cap, or other environmental protection facilities. <br />(In the event that acceptable inert clay materials for capping are not available on site, the <br />applicant will need to include the cost for importation of such materials). <br />Once again, I will look forward to your response on or before Apri120, 2004 to allow adequate <br />time for review before the Apri122, 2004 decision date. Rule 1.8.1 states that changes and <br />additions to the permit application must be filed with the Division and the County Clerk and <br />Recorder.
