Acute WET Testine - Outfalls 002. 004. 011 and 013 fcontinoedl <br />The pertrtittee shall conduct an acute 48-hour WET tat using Ceriodaohnia sp., and an acute 96-hour WET tat <br />using fathead minnows. Acute tau will be replacemem static tart of a single effluent grab sample. The permittee <br />shall conduu each acute WET tat in general accordance with methods described in Methods for Measurine the <br />Acute Toxicity of Efflurnu and Receivine Waters to Freshwater and Marine Oreanisrru, F.PA/tt00/4-90/027 or the <br />most current edition, except as modified by the most current Division guidance document entitled Guidelines for <br />Conducin¢ Whole Efflurnt Toxicity Tact. <br />(b) Failure of Tat and Division Notification <br />Aa acute WET tat is failed whenever the LCD, which rcprarnu an atitnate of the effluent conccntradon which is <br />lethal to 5090 of the tat orgaaistns in the time period prauibed by the tat, is found to be less than or equal m <br />100% effluent. The permittee must provide written aodficadon of the failure of a WET tat to the Division, along <br />with a statemrnt as co whether the Preliminary Toxicity Incident ('PTI')/Toxiciry Identification Evaluation (TIE') <br />investigation or aceeletated [acing is being performed (see trot secion). Notification must be received by the <br />Division within 14 plendar days of the demonstration of acute WET is the routine required test. <br />'Demoostrazion' for the purposes of Pate [.B.4(b),(c),(d) and (t) meam no late[ than the last day of the Iaborazory <br />tat. <br />(c) Auromatic Compliance Schedule Upon Failure of Tat <br />tf a routine sate WET tat is failed, the following automatic compliance schedule shall apply. As part of this the <br />• permittee shall either: <br />(i) proceed m conduct the 1?1VTIE investigation as destnibed in Pan I.B.4.(d), or <br />(u) condtut accelerated taring using the single species found to be mate sensitive. <br />ff accelerated testing fs being performed, the permittee shall provide written notiCrrtion of the ttsolts within <br />14 calendar days of completion of the "Pattern of Toxicry"!"No Toxicity" demonstration. Toting will be az <br />least once every two weeks for up to five [au until 1) two consea[ive tau fail or three of five tau Coil, in which <br />case a pazum of roxiciry hat bees demonstrated or, 2) two wruecutive tau pass or three of five tau pass, in <br />which case no pattern of toxicity bat bees found. If no pattern of toxicity is found the toxicity episode is comidered <br />[o be ended and routine rating is to resume. If a paztem of toxicity is found, a PTVTIE investigation is m be <br />performed. If a paztem of toxicity is not demonstrated but a significant level of erratic mxiciry is found, the <br />Division may requite an increased ftequrnry of routine monimring or some other modified approach. <br />(d) IT~F <br />The ttsults of the PTI/TIE investigation are to be received by the Division within l20 days of the <br />demortstrrtion of acute WET in the routine tat, as defined above. or if accelerated testine is orr[ormed, the <br />date the pattern of toxiciri is demonstrated. A statttt report is to be provided to the Division at the 30. 60 <br />and 90 day [wino of the PTI/TIE investieation. The Division may extend the time frame far investigation where <br />reasonable justificazion exisu. A rcquat for an extwsion ttwst be made in writing and received prior to the 120 day <br />deadline. Such request must include a justifirazion and supporting data for such an extension. <br />The permittee may use the time for invatigatian to conduct a PTI or move directly into the TIE. A PTI consists of <br />a brief search for possible source of WET, which might reveal causes of such toxicity and appropriate corrective <br />actions more simply and cost effectively than a formal TIE. If the PT[ allows raolurion of the WET incident, the <br />TIE need not necessarily be conduced. If, however, WET is not identified or resolved during the PTI, the TIE <br />must be conduced within the allowed 120 day time frame. <br />Amendment No. 2 Issued FEB ~ 9 I99JEffective APR 0 1 1997 <br />
