Dept. of Matu~al HCSGUCCE~
We have reviewed your adequacy letter and can provide you with
the following information. Our responses ere numbered in the
same order as your questions.
1. The ranch disposal area was a site used to store old baling
wire from a previous feedlot operation. It is not in the
affected area and will not be moved by the operator. The
property owner will be responsible for cleaning this up at
some time in the future.
2. Whenever groundwater conditions exist that cause a rise in
the lake water surface, the operation will have a discharge.
The amount and duration of this discharge will vary
depending on the seasonal fluctuations of the groundwater
table. There is a possibility that wells in the area could
draw down the water table to the point where it never
discharges. We do not expect Phase 3 to discharge. Water
in this area is expected to percolate through the alluvium.
We plan to use the existing borrow ditch and culvert under
Brighton Road. The mining plan map has been modified to
show how the discharge will enter the next pit.
3. We will present an agreement to you as soon as it has been
finalized. The NPDES permit has been applied for and will
be sent to the MLRD once it is received. The operator of
the other pit has indicated they will allow this discharge
to occur. As we discussed, the other operator does not need
to amend their mining plan.
4. A 24 inch culvert will be placed under the access road in
Phase 1. This has more than adequate capacity to handle
discharges and is sized more for maintenance concerns than
capacity.
5. The mining plan calls for mining to a 1:1 slope and
backfilling to a 3:1 slope. The material is tightly packed
and should have an angle of repose greater than the mined
slope. We do not expect any problems with stability. The
buildings served by this access road are the residence of
the property owner.
