The reclamation plan map depicts distwbance within 20 ft of the Arkansas River <br />for fill purposes and river access in the futwe. No mining will occur within 30 ft <br />of the river. Grading and fill material placement will be the only disturbance for <br />firtwe boating access that will be permitted with the Core of Engineers <br />25. The Bray-Allen Ditch that is currently buried will not be distwbed during the <br />mining. The area of distwbance is 30 ft above and to the right of the piped <br />irrigation ditch. "fhe relocation of a portion of the piped ditch will occw when <br />mining is complete. <br />In response to the comments of the OSE, the dry retention ponds that are proposed to <br />remain on site will handle the fraction of total rainfall that may appear as runoff. This <br />will consist of depressions constructed onsite to slow down the rate of flow and to act as <br />a detention basin. The Dominson Soil Series-(DOD) consists of somewhat excessively <br />drained soils with a high percolation rate. The azea receives approximately 9 - 1 I inches <br />of rain per year. Soils of this area show very low runoff potential and high infiltration <br />rates. The Soil Swvey of Chaffee- Lake Counties engineering table list permeability to <br />be greater than 20 inches per how. Group A soils infiltration rate is 0.03-0.05. No water <br />will be retained on site for more than 72 hows. <br />In response to the letters of objection received by the Division of Minerals and Geology: <br />Betty Fithian <br />1. Concerns with pollution from dirt -Emissions from sand and gravel operations <br />primarily are in the form of fugitive dust, and control techniques will be used on <br />site. Wet suppression for haul roads and soil stabilization for top soil piles. <br />2. Concerns with tree removal on riverbank - No mining is planned on the riverbank. <br />AIt efforts will be used to preserve the tree line established on the upper slopes. <br />This will create a natural buffer zone. <br />3. Concerns with damage to riverbank and possible river flow - No mining is <br />scheduled or planned on the river bank. In speaking with the Fithian family I <br />stated future use may include private boating access. This will be permitted with <br />the Core of Engineers. <br />Ben & Joyce Marlow <br />1. Wildlife habitat -There is little activity on this particular piece of property. <br />Cattle and horse grazing has been allowed in the past When the first draft of the <br />river access was designed Division of Wildlife was invited to the site to address <br />any concerns they may have had. No findings were found at that time that would <br />concern the DOW. Soils information supplied in exhibit B (d-1) of the permit <br />application show the wildlife habitat ratings for this area.
