<br />7. To clarify, the buffer areas are not considered to be unaffected areas Isee affected area <br />definition in the Construction Materials Rules and Regulations). Therefore, the proposed <br />affected area is considered to be 38.65 acres. The acreage specified in the mining and <br />reclamation plans, for affected areas, should be revised to reflect this. You may wish to <br />specify that the 'area of excavation' is to be 35 acres and the affected area is to be 38.65 <br />acres. <br />8. The acreage occupied by the topsoil stockpiles must be included in the area to be tilled and <br />revegetated for reclamation. The reclamation plan and cost exhibits need to include this task. <br />9. The soil exhibit indicates that calcareous soils may be found, most likely in the C horizon of <br />the on-site soils. The mining plan should be revised to indicate that these calcareous soils will <br />be isolated from salvaged topsoil and either hauled off-site as fill or buried on site. <br />10. Because this is a dry area and quick establishment of vegetation is desired after final grading, <br />the Division highly recommends that a certified weed free straw or hay mulch be applied and <br />crimped in to the tilled topsoil. An application rate of 1.5 tons per acre is recommended. <br />1 1.The reclamation plan does not specify application of fertilizer or soil amendment, though the <br />reclamation cost exhibit mentions application of compost. The reclamation plan and cost <br />exhibit should both include any plans for fertilizer or soil amendment such as compost. The <br />plans should specify the type of fertilizer or conditioner to be used and that application of one <br />or the other of these items will be based on testing results of representative topsoil samples. <br />Enclosed please find the preliminary reclamation cast estimate calculated by the Division. This <br />estimate includes the interior highwall reduction and mulch and fertilized applications as specified <br />above. Please review this calculation carefully and notify the Division of any errors you may <br />identify.
