• Herbaceous species diversity will require the presence of at least five <br />perennial species, with relative importance of each species equal to or <br />greater than three percent, but less than 40 percent. The combined <br />relative importance of five herbaceous species will not exceed 75 percent. <br />If there are six or more perennial, herbaceous species that satisfy these <br />relative importance requirements, then the maximum combined relative <br />importance standard will be waived. A numerical standard for cool and warm <br />seasonlforb species is not required, since a diverse permanent reclamation <br />seed mixture of perennial, predominately native plants, containing cool and <br />warm season grass species, and fortis and woody species, will be planted. <br />A shrub or woody stem diversity requirement is not needed Hof <br />revegetation established on areas reclaimed with topsoil, due to the <br />reclamation methods being utilized. These methods involve the use of <br />livehandled, Rotocleared soils for soil reconstruction which have large <br />amounts of woody plant materials capable of establishing volunteer growth <br />on reclaimed areas; and the permanent seed mixture, planted on areas where <br />the topsoilhis not Rotocleared or is Rotocleared material that has been <br />stockpiled, will contain at least two or more woody plant species. For <br />example, the permanent seed mixture proposed for use in 1991 contains seven <br />native, woody plant species. <br />• Community diversity applies to the mine since the area to be <br />disturbed is greater than 100 acres. The use of two seed mixtures is not <br />proposed, however. Rather the use of livehandled Rotocleared topsoil, with <br />50 percent being and 50 percent not being seeded with the permanent seed <br />mixture, and the planting of the permanent seed mixture in stockpiled <br />Rotocleared and non-Rotocleared soil reconstruction materials, will be <br />equivalent to planting four separate seed mixtures. The planting, or lack <br />thereof, of the seed mixture in these various soil types (scheduled to <br />undergo mixed agricultural practices) should result in the development of <br />varied plant communities within the reclaimed area. Seasonal meteorologic <br />variations in relationship to the timing of reclamation operations will <br />also Factor into the development of unique reclaimed plant communities. <br />Woody Stem Density <br />The goal of the reclamation program is to establish a rangeland <br />capable of supporting both enhanced domestic livestock grazing and wildlife <br />use. Presently, undisturbed areas within the permit are generally <br />dominated by dense, overgrown, post-climatic stands of oak brush <br />• serviceberry and snowberry.
