South-of-Shop: Cover standard of 613 (based on previous bond <br />release approval for remainder of South-of-Shop). <br />4.4.2.1 Topsoiled Rangeland Standards <br />Overview <br />Phase III revegetation bond release standards specified in this <br />subheading are applicable to reclaimed areas mined under the permanent <br />program regulations which are reconstructed with salvaged topsoil materials <br />as designated on Exhibit 9.9-2. Release standards for these areas include <br />cover, productivity, diversity and woody stem stocking. <br />Cover and Productivity <br />• Reference areas will be utilized to establish the revegetation <br />standards for the cover and productivity of reclaimed topsoiled lands in <br />both the Moffat and West Ridge areas. Based on premining plant community <br />mapping, weighted averages for both cover and productivity will be <br />developed for the areas disturbed during mining and reclamation. <br />Comparison and statistical testing of reference and reclaimed area data is <br />contained and described in Appendix 2.4-B. <br />Diversity <br />The standards for diversity address the requirements of the Colorado <br />Mined Land Reclamation Division's ("CMLRD") "Proposed Policy for Evaluating <br />Species Diversity" (as modified with CMLRD personnel at a meeting September <br />22, 1983 and as documented in correspondence from P&M to the CMLRD dated <br />December 5, 1983). CMLRD policy describes guidelines for species <br />dominance, the minimum number of species required and utility of the <br />species used in achieving the postmining land use. Specifically, <br />recommended standards for the diversity of herbaceous, woody plants and the <br />overall revegetation community are established and used to describe <br />dominance, species numbers and utility.
