Reclamation Map needs to show information on the <br />applicant's best proaection of the extent of necessary recla- <br />mation ofi fiinal contours, site drainage, stockpile locations. <br />Present reclamation pro,iections are for a 3H:1V slope on the <br />north perimeter to a level pit floor with approximately a 1% <br />slope toward the south. The pit is proposed to daylight at <br />the south perimeter. Site drainage will follow the 1'/. slope <br />to the south, which will be flat enough to slow surface run- <br />off. There will be no stockpiles when reclamation is <br />complete. <br />il. Exhibit G states the applicant has covered this op- <br />eration's need for acquiring a NPDES permit through a Brick <br />Institute ofi American Group Stormwater Discharge Permit <br />*1024. Does this mean that the pit would otherwise require a <br />NPDES Permit. <br />It is this consultant's experience that this operation would <br />not require a NPDES Permit. However, with the Federal Clean <br />Water Act and Colorado's response in the Stormwater Discharge <br />Permit requirements, it appears that only a Stormwater Dis- <br />charge Permit permit will be required in this instance. <br />12. Reclamation costs should reflect any mobilization/ <br />demobilization of equipment. <br />This item was calculated at X600, based on moving equipment <br />from Colorado Springs and was included in the Indirect Costs. <br />If equipment could be leased in the Calhan area, this cost <br />would be lower. The bond is calculated on a maximum of IOA, <br />but the mining and reclamation plan will probably never af- <br />fect that much at any one time. <br />13. Exhibit R must include proof of receipt of the notifica- <br />tions sent to the County and SCD. Signed return receipts are <br />an example of what is acceptable. Please provide this. <br />My records indicate that the Paid receipt for mailing and <br />signed Return Receipt have already been sent. If you do not <br />find them, let me know and I will send another copy. <br />
