i <br /> <br />Farmer/Special Use Permit/May 10, 1995/Page 3 <br />Review Standards for special Uses <br />Land Use Code Section 5-1002 establishes the standards for all <br />special uses, which the applicant must address in the Standards <br />Report required by Section 4-206: <br />5-1002 A. Consistency with Master Plan, Land Use Polices, Zone <br />District and Neighborhood <br />The special use shall be: <br />I. Consistent with the County Master Plan; <br />II. Consistent with County Land Use Policies in <br />Article 2; <br />III. Consistent with the purpose of the Zone <br />District in which it is proposed to be <br />located; <br />IV. Consistent with and compatible with the <br />character of the immediate vicinity of the <br />parcel proposed for development and <br />surrounding land uses, or enhances the <br />mixture of complimentary uses and activities <br />in the immediate vicinity of the parcel <br />proposed for development; <br />V. Necessary for public convenience at the <br />proposed location; and <br />VI. Designed, located and proposed to be operated <br />so that the public health, safety and welfare <br />wil•1 be protected. <br />5-1002 B. Impacts on Surrounding Area <br />The location, size, design and operating characteris- <br />tics of the proposed special use minimizes adverse <br />effects, including visual impacts, impacts on pedes- <br />trian and vehicular circulation, parking, trash, <br />service delivery, noise, vibrations and odor on <br />surrounding properties. <br />5-1002 C. Public Facilities <br />Adequate public facilities <br />shall be provided to serve <br />but not limited to, roads, <br />waste, parks, police, fire <br />and services shall exist or <br />the special use including, <br />potable water, sewer, solid <br />protection, emergency <br />
