DMG Concern

3) CEC states that some of the drillholes will be converted into monitoring wells.
Please specify which holes will be converted into monitoring wells,or, if the
decision will be based on field observations during drilling, specify the criteria
which will be used in making this determination?
CEC Resoonse
At this time, CEC has done a preliminary assignment of the holes to be twinned for
monitoring wells, but the final location of these holes will be determined over thew
next few weeks following discussions with the hydrologists contracted to assist CEC
in the modification of the monitoring program and subsequent data evaluation. CEC
will be contacting the Division to discuss the planned modification to the monitoring
program within the next 30 days.
DMG Concern
4) What is the maximum number of monitoring wells that will be installed?
CEC Resoonse
Again, at this time CEC plans to install four bedrock monitoring wells during the 1994
phase of the NOI, but the maximum number of wells has yet to be determined,
following consultation with our hydrologic consultant and the Division. As noted in the
NOI application, holes completed as monitoring wells will be incorporated into CEC's
mine permit, and covered under the reclamation bond for the operation. As such, the
enclosed bond calculation is extremely conservative.
DMG Concern
5) Has CEC obtained well permits from the Colorado Division of Water Resources
for the proposed monitoring wells?
CEC Resoonse
As discussed with Mr. Routten of the Division, CEC has not obtained well permits as
we do not feel that they are required for monitoring wells. This is based upon past
practice, and the fact that these wells are NOT water supply wells, which is the factor
that triggers the need for the additional permits. In the event a monitoring well is
converted to a water supply well in the future, a well permit will be obtained by the
party wishing to utilize the well as a water supply.
DMG Concern
6) CEC states that some of the boreholes may be twinned if geologic
conditions dictate. Note that twinned boreholes will increase the
amount of bond required for reclaiming the drillholes. In a telephone
conversation between Barbara Pavlik of the Division and Marcus
Middleton of CEC,it was agreed that the best way to address this issue
