<br />CEC Response <br /> <br />CEC is currently awaiting the responses from both CDOW and USFWS for the program <br />outlined. In the event that there are concerns about specific sites that may delay the <br />balance of the program, CEC would then like to pursue the stipulation option. <br />DMG Concern <br />Adequacy <br />1) Please provide either: <br />a) a list of landowners and mineral owners for each proposed drillhole, or <br />bl a map showing landowners and mineral owners for the proposed permit <br />area. <br />CEC Response <br />A copy of the requested maps showing the landowners and coal owners for the <br />proposed drill sites are enclosed for your reference. Please note that some of the sites <br />and associated landowners may change slightly in the subsequent drilling seasons as <br />results of the initial holes are analyzed. CEC will submit the appropriate modification <br />requests to the Division prior to implementing any changes in the proposed drill hole <br />locations. A few sites have been shifted to better define areas of geologic interest, <br />and the enclosed NOI map and legal description have been revised accordingly. <br />DMG Concern <br />21 CEC states that reclamation activities will include filling mud pits, regrading, <br />topsoil redistribution and seeding. Mention is also made of plugging monitoring <br />wells which will be installed in some of the exploration boreholes. However, <br />no mention is made of reclaiming the drillholes which are not converted into <br />monitoring wells. Please provide a description of the methods to be used in <br />reclaiming the drillholes. Include a description of how the three to four aquifers <br />which CEC anticipates encountering will be sealed. <br />CEC Response <br />We apologize for the failure to call out the reclamation of holes not completed as wells <br />as a separate segmerit. This resulted from the fact that we plan that exploration holes <br />will be reclaimed in a manner identical to that used for the wells - i.e. the holes will be <br />grouted or sealed with enviroplug from the bottom to within three feet of the surface, <br />the casing will be cut of below grade, and the site will be graded, topsoiled, and re- <br />seeded. <br />Sealing of the three to four aquifers anticipated will be accomplished using <br />cementitious grout ,with either enviroplug or grout being used in the zones between <br />aquifers. <br />
