We have revised the permit application based on our <br />disc:lssions with the USACOE, USFWS, EPA and CDOW. C & N <br />Comp~~nies proposes to locate their processing plant site in an <br />area where you have identified 4.3 acres of wetlands that will be <br />fill:ad. The proposed location will require filling approximately <br />7,001'1 cubic yards of material consisting of overburdens and sand <br />and l~ravel material. <br />The wetlands we propose to re-establish will be useful for area <br />wild:Life as well as water quality maintenance in the lake. We <br />propose the following mitigation plan for the filling of these <br />wetlands giving better quality and more wetlands than currently <br />exist: on the property. <br />As shown on the attached maps, the mining operation will create a <br />total of 78.6 acres of lake area once excavation is completed. <br />C & N Companies will grade the excavation in the southeast corner <br />of tlae property (East Lake) to leave five acres of shallow water. <br />This area will have the ground surface at a depth of one foot <br />belota normal high water surface. This shallow area will allow <br />wetlands plant species to re-establish themselves. In addition, <br />it wall provide additional habitat for water fowl species that <br />frequent the area. <br />We propose to allow the plant species to re-establish themselves <br />by natural succession after the creation of the shallow water <br />area is completed. C & N believes there is enough adjacent <br />wetlands to allow for this method. If wetlands plant species <br />fail to begin growing within a period of three years, then <br />tran::planting methods will be used to help re-establish <br />vegei:ation.
